Fixed Animations 9/27/13

Fixed Draw other player Animations for missing weapons.

I haven't been able to test it yet, but some part of it if not all of it is fixed.

I'm working on trying to convert the code to Faucet Networking instead of 39dll.  This way my original idea was that we would not need the dll anymore, then I realized that we still have an InI dll too.  I just wanted to move SLO in an up to date direction, as 39dll was released in 2004.  We'll see whether or not it's a reality.

Another idea is that I could just keep working to make the game better even with 39dll and iron out the issues, and when 39dll does become obsolete just move SLO to a different platform altogether. 

If you guys have any opinions on this let me know.  Platform and keeping the performance level high were the main two reasons that I paused development originally.

Tonight I will aim to either finish this or stabilize the 39dll server by adjusting the message sending.  I've been reluctant to switch because I know the 39dll system very well and it's easy for me to edit.

I don't know much about the new platform but if the benefits outweigh DLL and your comfortable with the new platform I give it a thumbs up
